Force desktop shortcut to open Chrome

Our default browser is IE.  We cannot change it city-wide due to other apps that only play well in IE, not Chrome. I want to create a shortcut to be pushed out that opens our app URL in Chrome.  When I create a https:// desktop shortcut, I do not get a "Start In" option in the properties.

Hello,

Create a shortcut and add : "C:\Program Files\chrome\chrome.exe" http://YourUrl

For Chrome :
"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" http://www.global.easyvista.com/evconnect/index.php

For IE :
"C:\Program Files\Internet Explorer\iexplore.exe" http://www.global.easyvista.com/evconnect/index.php

For Edge (it's don't work...)
"C:\Windows\SystemApps\Microsoft.MicrosoftEdge_8wekyb3d8bbwe\MicrosoftEdge.exe" http://www.global.easyvista.com/evconnect/index.php
