TSA - Created By/Submitted_By field stays empty

When TSA is active and tickets are created, the field Submitted_By is not filled.
I looked at the options, but I can't find any setting that would fill this field.
Is there anyone who can point me in the right direction?
(I've attached a screenshot of what I mean)

True, SUBMITTED_BY is null when created by TSA; please create a business rule that copie SUBMITTED_BY=RECIPIENT_ID when creating request with REQUEST_ORIGIN_ID=3 (mail)

I'm trying to do this, but I fear I do not have enough knowledge to create this specific business rule, could you perhaps point me in the right direction with some screenshots?
